Connecticut AFL-CIO 2019 Legislative Agenda

FIRST 100 DAYS – “INVEST IN WORKERS AGENDA”

The Connecticut AFL-CIO’s 2018 Political Convention unanimously adopted Resolution 7, calling on the General Assembly to enact an “Invest in Workers Agenda” within the first 100 days of the 2019 legislative session:

  • Raise the minimum wage to $15 per hour
  • Establish earned family and medical leave
  • Prohibit egregious employer “on-call scheduling” practices

In addition, by further investing in workers, the General Assembly can expand the middle class, improve quality of live, grow our state’s economy and stabilize the state budget:

Freedom to Join Together – Working men and women should be able to join together with their co-workers, free from employer intimidation and harassment, for better wages and working conditions.

  • Protect the right to organize
  • Prohibit coercive captive audience meetings
  • End worker misclassification
  • Enhance opportunities for public sector workers to join and remain in unions

Collective Bargaining & Binding Arbitration – Even with a union, workers’ rights can be attacked.  Legislators can ensure workers have a seat at the table and a voice on the job.

  • Defeat so-called “Right to Work”
  • Stop efforts to limit or curtail collective bargaining rights
  • Dismiss proposed fund balance exemptions for binding arbitration awards

Worker Protections – Key wage, safety, security, wage replacement and retirement security benefits are important protections for workers, but more needs to be done.

  • Maintain prevailing wage rates for construction workers 
  • Update and strengthen state debarment practices to facilitate removal of bad contractors 
  • Stop efforts to cut workers’ compensation benefits for injured workers
  • Reject attempts to reduce earned unemployment benefits 
  • Fully fund firefighters’ workers compensation claims for cancer
  • Require workers’ compensation to cover PTSD for first responders
  • Protect public employee pensions by funding required contributions and preserving benefits
  • Defeat efforts to privatize public services
  • Require healthcare facilities to collaborate with healthcare professionals to provide safe staffing for patients

Regional Government – For decades, the state has subsidized and incentivized inefficient, duplicative municipal government.  Local officials erroneously cite collective bargaining as an impediment to municipal cooperation and disingenuously scapegoat public employees for rising property taxes. 

  • Require towns to explore savings via the state healthcare partnership
  • Protect municipal services by establishing meaningful regional government and shared services while protecting workers’ rights.
